JOB DESCRIPTION

 

Assistant Superintendent for School Improvement

 

 

QUALIFICATIONS:

 

1.            Must have Masters Degree from an Accredited Institution in Education Administration.

2.            Must have West Virginia Certification in Education Administration including Superintendent’s Certificate.

3.            Must have minimum of five years teaching experience and five years administrative experience in a comprehensive primary through secondary education system.

4.            Successful applicant will need to demonstrate proficiency in the following areas:

a.             Must demonstrate knowledge of effective school concepts and principles.

b.            Must demonstrate understanding of proven best practices for K-12 education.

c.             Must demonstrate educational proficiencies, including, but not limited to, knowledge of curriculum, instructional techniques, student learning styles, student assessment criteria, school personnel performance, and evaluation skills.

d.            Must demonstrate ability to apply appropriate principles and concepts for continuous quality improvements in education.

e.             Must demonstrate ability to manage faculty and staff with courtesy and mutual respect, coach and motivate employees, and build consensus as a means of management.

f.             Must demonstrate school-community leadership qualities, including, but not limited to, the ability to organize and leverage community initiative, communicate effectively, work effectively with school level administrators, manage change, resolve conflict and reflect the highest personal values.

g.            Must demonstrate administrative skills, including, but not limited to, organizational, fiscal, public policy, and total quality management skills and techniques.

 

IMMEDIATE SUPERVISOR:   Superintendent

 

SUPERVISES:  All Curriculum and Instruction Programs

 

TERMS OF EMPLOYMENT:  Serves at the will and pleasure of the Superintendent, specified by Board of Education to a term not longer than the Superintendent of Schools with a salary not to exceed the salary of Superintendent.

 

EVALUATION:  Yearly evaluation as outlined in Hardy County Board of Education Policy.

 

 

 

 

 

ADMINISTRATIVE RESPONSIBILITIES:

  

1.      Demonstrates instructional leadership to enhance school effectiveness by improving instruction and augmenting student performance.

 

2.      Establishes and manages the education performance initiatives, programmatic goals, and learning objectives necessary to direct the instructional staff of Hardy County Schools.

 

3.      Provides the direction and leadership to the curriculum staff in the areas of:

a.       Learning Theory

b.      Program Planning

c.       Curriculum Development

d.      Management of Instructional Programs

 

4.      Provides leadership in School Improvements and Accountability in the development of School Improvement plans and the implementation of the County Strategic Educational Plan.

 

5.      Provides general direction of the State-County Testing Program and compiles and interprets the results.  Works closely with principals, supervisors, and other appropriate administrators in curriculum adjustment and/or institutional changes that may be warranted by a longitudinal study of test results.

 

6.      Facilitates the development and programming of the Professional Development program through the review of relevant needs assessment data on the county and school level.

 

7.      Provides direction in the development of Beginning School Administrative Staff through the development and monitoring of the Beginning Principal/Administrator program organized through the Personnel Office.

 

8.      Ensures compliance with state or federal legal and regulatory requirements regarding the delivery of and evaluation of educational programs in Hardy County Schools.

 

9.      Provides leadership in the planning and acquiring of appropriate teaching materials, textbooks, and equipment.

 

10.  Provides leadership for school improvement initiatives including the development and implementation of the Step VII, Title I, II, and V plans and programs.

 

11.  Provides leadership for seeking and encouraging implementation of educational grants and funding opportunities for individual schools and county.

 

12.  Responsible for the collection and evaluation of quantitative facts related to Curriculum and Instruction including the delivery of accurate and timely reports to the Superintendent and the Board of Education.

 

13.  Coordinates Basic Skills/Success, and other countywide instructional technology initiatives.

 

14.  Creates and provides the appropriate strategies and problem solving tools to make decisions regarding planning, projecting of FTE, utilization of funds, delivering services, and evaluation of services provided.

 

15.  Serves as a liaison between the WVDE and Hardy County Schools in communicating and planning program requirements of the state statutes, State Board of Education rules and regulations, and mandated federal programs.

 

16.  Maintains a working network of peer contacts through professional organizations.

 

17.  Assumes responsibility for assisting in the general supervision of all county activities involving pupils, teachers, other school personnel, facilities, transportation, etc.

 

18.  Assists in the responsibility for the county operations in the absence of the Superintendent.

 

19.  Performs additional reasonable job-related responsibilities assigned by the Superintendent. 

 

 

ADMINISTRATIVE PERFORMANCE STANDARDS:

 

1.      Demonstrates knowledge of supervision to improve instruction; uses the evaluation process to improve instruction effectively; analyzes a variety of educational data to focus on student achievement; guides teachers in their professional growth; and facilitates a climate that is conducive to student learning and development.

 

2.      Demonstrates ability to influence, articulate, and implement initiatives, streamline processes through the use of technology, and drive Hardy County Schools toward continuous school improvement.

 

3.      Devotes a significant amount of time in working directly with the instructional staff in the schools. 

 

4.      Establishes and utilizes district-wide teams, committees, and councils as are necessary to formulate, implement, and evaluate for long-range planning.

 

 

 

5.      Acts as an agent of the Hardy County School District in all matters of communication and services provided by the school system and exhibits an unbiased attitude toward fulfillment of the goal/initiatives of the Hardy County Board of Education and the Office of the Superintendent.

 

6.      Accepts authority and assumes responsibility.

 

7.      Takes immediate steps when problems arise maintaining the ability to work with people and demonstrate poise and empathy for situations in keeping policy and grievant issues in an atmosphere of conducive discussion.

 

8.      Views self as the county leader, initiates action, takes responsibility and motivates others to assist in setting and achieving goals.

 

9.      Manifests educational values about the county including students’ welfare, fairness to staff, effective communication with parents, and demonstrates behavior consistent with values.

 

10.  Generates, evaluates, and selects effective solutions in making decisions and solving problems.

 

11.  Attends professional development sessions to enhance and improve skills.

 

12.  Demonstrates effective use of computer skills to prepare reports and compile data.

 

13.  Commands respect by example in appearance, manners, behavior, and language.

15.  Uses oral and verbal communication skills clearly, with clarity and uses correct grammar, spelling, and appropriate language.
