HARDY COUNTY SCHOOLS
Minimum Qualifications:
1. High School graduate with 12 college hours of accounting from an accredited institution of higher education; or
2. Eight years experience using the West Virginia Education Information System for accounting/payroll. Experience as a payroll supervisor preferred.
Immediate Supervisor: School Business Official, Superintendent or Designee
Supervises: Payroll
Salary: Service Personnel Salary Scale H with all other benefits afforded a regular employee.
Terms of Employment: 240 days
Evaluation: Performance will be evaluated annually in accordance with provisions of Board policy on evaluation of service personnel.
Job Goals: Prepare district payrolls on a timely basis, maintaining accuracy and conforms with federal and state laws, district policies, and in accordance with executed contracts.
Performance Standards:
The employee shall be responsible for:
- WV School Law that applies to the specific job assignment.
- The Handbook of School Finance in WV.
- The Manual of Purchasing, Receiving, Inventory Control, and Accounts Payable.
- Tax Laws regarding issuance of 1099 to accounts payable vendors.
- Guide to Fair Labor Standards Act for WV School Districts
- Other publications as necessary to complete job.
1. Prepares and maintains payroll and related personnel files, records, and reports.
2. Gathers source data for payroll calculations including time sheets, contracts, and personnel actions.
3. Verifies accuracy, completeness, and approval of above source documents.
4. Maintains computer system information and enters necessary data to generate payroll.
5. Assures that salaries, wages, and benefits are computed and paid in conformity with federal and state laws, district policy and employee contracts.
6. Prepares and verifies withholdings, deductions, and taxes to be remitted to the proper authorities.
7. Prepares periodic reports of a statistical, accounting, or financial nature as required.
8. Assists in the preparation and management of the annual budget.
9. Traces errors, records adjustments, reconciles data, and responds to inquiries regarding payroll transactions.
9. Effectively performs detailed work involving written or numerical data, data management, and mathematical computations rapidly and accurately. Uses independent judgment and interpretive abilities, and identifies problems which require supervisory attention.
11. Works directly with Director of Personnel in compiling of records, sharing of data and addressing personnel issues.
11. Assists with the education of school personnel in regard to payroll reporting and accounting standards.
12. Performs other tasks as assigned by the School Business Official, Superintendent, or Designee.
13. Serves as liaison between retirement and public employment services.
