JOB DESCRIPTION

 

 School Business Official/Treasurer   

 

Minimum Qualifications:

Master’s or Bachelor’s Degree in Business Management and Finance, Accounting or other related field.

Holds or qualifies for a School Business Official Authorization.

Exhibits an understanding of the financial basis of federal, state, local and private support to a school system

 

Immediate Supervisor: Superintendent

 

Salary:                                  Based on degree plus an increment for experience at the rate of .0025 per year with a maximum of five years with a Business Official Index and a Treasurer’s supplement.

 

 

Terms of Employment:    240 Days plus all other benefits afforded to regular employees.

 

Evaluation: the Superintendent will evaluate Performance annually in accordance with provisions of Board policy.

 

Job Goals:                  The School Business Manager/Treasurer is responsible for managing the business/fiscal responsibilities of the school system to ensure efficient and economical distribution and accounting of district financial assets and to supervise the purchasing function.  In addition, work cooperatively with other administrators in the continuous process of establishing, evaluating, and recommending revision in programs for fiscal control.

-          WV School Law that applies to the specific job assignment.

-          WV Fair Labor Standards Act for WV School Districts

-          The Handbook of School Finance in WV.

-          The Manual of Purchasing, Receiving, Inventory Control, and Accounts Payable.

-          Tax Laws regarding issuance of 1099 to accounts payable vendors.

-          All other books and manuals necessary to complete work assignment.

Performance Responsibilities:

The Business Manager/Treasurer shall have the following responsibilities and duties:

 

1.      To work with the county board of education, central office staff and school staff to prioritize budgetary needs.

2.      To prepare the budget for county board of education consideration and approval.

3.      To maintain budgetary control and recommend transfers as needed.

4.      To prepare and publish the levy estimate.

5.      To assist administrators, teachers and citizens in translating their views of educational needs and aspirations of the county school system into a composite financial plan.

6.      To assess the effect of the educational program on the financial structure of the community and to exercise sound judgment in maintaining a balanced effort.

7.      To coordinate the financial plan of the school system through application of sound debt service and capital fund principles.

8.      To contribute to planning long and short-term financing, maturities and debt payments, and long-range capital programs.

9.      To recommend appropriate options related to operating levies and bond issues.

10.     To maintain financial records as required by law.

11.     To provide cost accounting for building projects.

12.     To establish sound financial practices regarding payroll attendance reports, check writing, fringe benefits, invoices, discounts, verification of receipts, etc.

13.     To establish and supervise the accounting system necessary to provide school officials with accurate financial data for formulating policies and decisions.

14.     To report financial data as required by law.

15.     To utilize the state computer system for maintenance of financial records.

16.     To assist in obtaining educational funds from federal, state and private sources.

17.     To assist in planning and managing an effective staff personnel program.

18.     To develop and supervise a control system for purchasing and inventorying merchandise and materials.

19.     To assist in the establishment of insurance protection and benefits plans for the county board of education and its employees.

20.     To assist in the establishment of sound bidding, bonding and contractual agreement plans for the county board of education.

21.     To serve as the treasure of the county board of education and countersign all checks issued by the board of education.

22.     To be responsible for maintaining sufficient cash balances to meet operational cash demands, disbursements of cash, bank deposits, transfers between depositories, safeguards for the custody of public funds, investment of surplus funds to yield maximum benefits, and management of cash flow.

23.     To supervise and evaluate assigned staff.

24.     To perform other duties as assigned by the Superintendent.
