BUS TRANSPORTATION

SAFETY is the first responsibility of the bus driver.  Drivers are expected to provide rules and procedures and report any violations.  The right of students to ride the bus is conditional on their behavior and observance of the rules.  Refer to “Bus Transportation” pamphlet for more information.

MORNING ARRIVAL

·         All students will report to their regular classroom teacher.  After entering the classroom, they may pick up a cafeteria pass and report to breakfast.  If they do not wish to eat breakfast, they are to remain in the classroom with teacher supervision.

·         In order to avoid bus traffic, car riders will enter the building through the cafeteria and report to their homeroom before going to breakfast.  Parents who enter the building at this time must have a visitor pass to go beyond the cafeteria.

·         Walkers and car riders should arrive between 8:00 and 8:10 a.m.

·         All students should be in attendance by 8:10 a.m. to avoid the delay of starting the school day.  Students wishing to eat breakfast should be in attendance no later than 8:05 a.m.

·         If a student arrives after 8:20, an adult must sign the student in at the office.  Tardiness will be addressed according to Hardy County Policy JDJ.  Students may have to make up time according to the number of minutes tardy.

DISMISSAL OF STUDENTS

·         All EHEMS students will be dismissed by 3:35 p.m.

·         Car riders will be signed out and dismissed from the cafeteria.

·         For your child’s protection, if he/she must leave before the end of the instructional day, the adult picking up the child MUST report to the office and sign them out.

·         If you need to pick up your child during the day, allow time for your child to pack up and come to the office.  To maintain the integrity of instructional time, your child will not be dismissed from class until you have arrived.

·         At dismissal, please be in the cafeteria by 3:15 to sign out your child.  This allows time for announcements and prevents him/her from getting on the bus.

·         We ask that you sign your child out between 2:30-3:30 only in the case of an emergency or for a doctor’s appointment. Lost instructional time due to the early departure in the afternoon may have to be made up according to the number of minutes missed as addressed in Hardy County Policy JDJ.

·         Adults who have permission to pick up your child should be listed on the Emergency Medical Form.  No one will be allowed to pick up your child who is not listed without a written note from you.

·         If your child is going home with someone else or is not going home in the usual way, send a note to the teacher. IN ORDER TO ASSURE THE SAFETY OF OUR STUDENTS, TELEPHONE CALLS WILL NOT BE ACCEPTED FOR STUDENTS CHANGING PLANS DURING THE DAY.  IT IS VERY IMPORTANT THAT YOU SEND A NOTE IF YOUR CHILD GOES HOME ANY WAY OTHER THAN THE REGULAR WAY.  IF A WRITTEN NOTE HAS NOT BEEN RECEIVED BY THE OFFICE, THE STUDENT WILL BE SENT HOME IN THE USUAL MANNER.

BREAKFAST AND LUNCH PROGRAM

Breakfast and lunch are provided every day. Free meals are provided for those who qualify.  Prices are: lunch- full price $1.25, reduced $.40

breakfast- full price $.75, reduced $.30

Applications for free and reduced meals are sent home at the beginning of the school year.  These applications should be sent back to school even if you are not eligible for free or reduced lunch.  If your financial situation changes at any time during the school year, notify the cafeteria manager as soon as possible.

Parents may choose to pack a well-balanced, nutritional lunch for their child. It will be important to your child’s success in afternoon classes and activities.  The lunchroom has a water fountain available. Milk and bottled water are available for purchase during lunch.  If you send sodas with your child to be consumed during lunch, tab cans are preferred for safety reasons.  Beverages are not allowed in the hallway or in classrooms.

Lunch and breakfast bills are sent home at the end of the month.  Please contact the Cafeteria Manager if you have a question concerning your bill.

USDA Non-Discrimination Statement for the Lunch Program

In accordance with Federal law and US Department of Agriculture (USDA) policy, this Institution is prohibited from discriminating on the basis of race, color, national origin, sex, age, disability and retaliation.  If you require information about this program, activity or facility in a language other than English, contact the USDA agency responsible for the program or activity, or any USDA office.

To file a complaint alleging discrimination, write USDA, Director, Office of Civil Rights, 1400 Independence Avenue, S.W., Washington, DC, 20250-9410, or call toll free (866) 632-9992 (Voice).  TDD users can contact the USDA through local relay or the Federal Relay at (800) 877-8339 (TDD) or (866) 377-8642 (relay voice users).  USDA is an equal opportunity provider and employer.

CHILD NUTRITION GUIDELINES

To encourage and enable schools to provide students with nutritious food and beverage choices that will enhance learning and promote healthy behaviors that can be maintained throughout life, nutrition standards for foods, sold, served and/or distributed to students during the school day have been established by the West Virginia Department of Education (WVDE).  These standards are available in WVDE Policy 4321.1 on the website.

MEDICAL INFORMATION

Emergency Medical Forms have necessary information and numbers listed in case of an emergency. Complete the form accurately and return it. If changes occur during the year, contact the office.  Students will not be allowed to attend field trips unless this form is on file in the office.

SCHOOL-BASED CLINIC

E.A. Hawse Health Center provides a school-based clinic.  A consent form must be signed and returned to the Center before medical services can be given.  You will be billed for this service.

MEDICAL NOTES

A health care provider’s statement is needed for the following:

·        if your child is absent. Please see attendance policy for more information.

·        if your child is to receive a special diet for breakfast, lunch, snacks, or parties.

·        if your child is not to participate in a physical education class.

·        if your child is to take prescription medication at school.

·        if your child should not go outside for activities for an extended period of time.

   MEDICATION PROCEDURES

ALL MEDICATION SHOULD BE BROUGHT TO THE SCHOOL NURSE.  All medication will be kept in a secure, locked storage area, and administered according to state law and county policy.  Non-prescription medication may NOT be kept by the child.

Prescription Medication

Complete the ADMINISTRATION OF MEDICATION AT SCHOOL form. A physician must sign this form.  Bring medicine to school in the prescription container that has a clear, accurate label.

Non-prescription Medication or Over-the-Counter (OTC)

Complete the ADMINISTRATION OF MEDICATION AT SCHOOL form and include a written note from the parent.  Bring the medication to school in the original manufacturer’s container with a clear, complete label.  Our school nurse may administer this medication only if a physician has signed the form.

Asthma

The child may keep medication for asthma.  Complete the SELF-ADMINISTRATION OF ASTHMA MEDICATION form.  Return the form to the office.

COMMUNICABLE DISEASES

Head lice, pink eye, and chicken pox are communicable diseases.  Therefore, any child diagnosed with these or other communicable diseases is not allowed to attend school.  For your protection, we have a nit-free policy concerning lice.  Children are sent home when nits are found.  After treating the child’s head, transport the child to school and remain with them.  The child must be checked and cleared by school personnel BEFORE he/she is allowed to return to class or to ride the bus.  If you have any questions, contact the office or the School Nurse, Judith Hedrick.  E.A. Hawse personnel are also available, if necessary.

CRISIS INTERVENTION PLAN

County-wide and school crisis intervention plans have been developed.  The plans generally cover crises that will necessitate evacuation of the building (i.e., fire or bomb threats), locking down the building, lost children, medical emergencies, or death of a student or staff member.

IN ORDER TO INSURE THAT EMERGENCY PERSONNEL CAN WORK EFFICIENTLY AND DECREASE THE CHANCES THAT OTHERS MAY BE ENDANGERED, PLEASE DO NOT TRY TO CALL THE SCHOOL OR COME TO THE BUILDING TO GET YOUR CHILD(REN).  IF THE BUILDING HAS TO BE EVACUATED OR LOCKED DOWN, NO ONE WILL BE ADMITTED ONTO THE GROUNDS OR INTO THE BUILDING UNTIL THERE IS REASONABLE ASSURANCE THAT IT IS SAFE OR PRUDENT.

This will enable the Crisis Response Team to make the necessary calls and maintain vital communication with emergency personnel, needed agencies, and the board office.  It will also decrease the level of risk to the students and staff in the building and others who may be entering a dangerous zone.

EMERGENCY PROCEDURES

In the event of an emergency, do not try to call the school or come to the school to pick up children until there has been an announcement that it is safe to do so.  This request is necessary to reduce the level of confusion that occurs naturally during emergency situations and to increase the ability of the emergency personnel to perform their tasks. Most importantly, we want to reduce the risk to our students, staff, and other personnel who may be giving us assistance.

EMERGENCY SCHOOL CLOSINGS AND DELAYS

Closings are announced on the radio, television, Internet, and School Messenger©.  Media stations that carry this information will be listed in the school newsletter and the newspaper.

Please complete the form and return it to your child’s teacher with arrangements for his/her transportation for emergencies such as early school closings.  This will decrease the level of confusion and errors.  If a form is not completed, signed, and on record in the office, your child will go home in their normal manner.

PARENT CONCERNS

We want our students to be safe, comfortable, and successful.  If you are concerned about any situation in school or on the bus, first contact the teacher involved or your child’s bus driver.  If you are still concerned, contact the Head Teacher. If unresolved, then contact the Principal.

COMMUNICATION WITH PARENTS

EHEMS communicates with parents in a variety of ways.  These include:

            Weekly school/class newsletter             Phone Calls

            School Messenger©                                         e-mail

Letters/notes home                                           Sticker or Behavior Charts

FORMS REQUIRING PARENT SIGNATURES

There are forms referred to in this handbook that we must have on file.  Most of these forms are given to students the first day of school.  It is imperative that these forms be completed accurately, signed, and returned to school:

PARENT NOTES

A signed note or a fax, which includes the child’s full name, is needed for the following:

·        If your child has been absent from school. See attendance policy for more information.

·        If your child’s normal bus plans change.  For your child’s safety, bus changes will only be made with a signed parent note.  No phone calls will be accepted.

·        If your child should not go outside for recess.

·        When your child is to be dismissed early.

·        If someone other than the parent/guardian is picking the child up from school.

·        If your child needs to take non-prescription/over–the-counter medication.

PHONE CALLS

Phone calls made by the student will be limited to emergency situations or other school-related reasons approved by a staff member.  Use will be monitored and excessive use will be prohibited. Cell phones need to be left at home.   When service becomes available, Hardy County Policy JDB-A will be followed.

VISITING THE SCHOOL

All volunteers and visitors must sign in at the office and get a “Visitor” pass to be worn while in the building.  If you do not have a pass, staff members will be expected to request that you immediately report to the office to sign in and get a pass.  A “Visitor” pass does not give you permission to interrupt instructional time in any classroom.  If you need to speak with a teacher, call the school and schedule an appointment.  Please respect our “No Gum” and “Clothing” rules while visiting.

SCHOOL-RELATED ITEMS

If it is necessary to drop off school-related items for your child, you must leave them in the office.  The office staff will see that the items are delivered.

ITEMS BROUGHT FROM HOME

Your child is responsible for any item brought to school.  It is advisable to use a permanent marker to write your child’s name on the inside of coats, lunch boxes, book bags and other personal items.  Encourage your child to keep valuable and/or breakable items at home.  Personal electronic devices are not allowed at school. Your child’s bus driver may allow students to have electronic devices on the bus.  However, these items must be kept in the locker during the school day.  The school will not be responsible for lost, stolen, or damaged items.

LOST AND FOUND ITEMS

Items that are left in the gym, cafeteria, or on the playground are housed in a box at the end of the hallway and in the middle vestibule.  Students are able to check there to see if anything in the box belongs to them.  At the end of every month, we will give items that students have not claimed to Goodwill.

PARENT INVOLVEMENT/VOLUNTEERS

Parents are encouraged to visit the school, attend P.T.O., and become a volunteer.  All visitors/volunteers must stop at the office to get a pass to be worn while in the building.  If you are interested in volunteering, please call the school at 304-897-5970.

ATTENDANCE POLICY

Students succeed when they attend school regularly.  Students must be present to do their work.  Lost time cannot be made up, but missed work must be completed as outlined by the teacher.  Please refer to the Hardy County Attendance Policy JDJ for more specific details or call the attendance director at East Hardy High School at

304-897-5948. Every student will be provided a copy of the county attendance policy.

HOMEWORK POLICY

It is the student’s responsibility to contact each teacher to arrange for makeup work when the student returns to school after an absence.  The student will be allowed one day for each day absent.  For example: Monday absent-Tuesday contact teacher and obtain assignment-Wednesday assignment due; Monday and Tuesday absent-Wednesday obtain assignments-Friday assignments due.  If students have missed in excess of five consecutive days, an appropriate number of days will be determined for completion and submitted to the principal for approval.

Assignments made prior to the student’s absence are due when the student returns.  For example, Friday assignments made and are due on Monday.  On Monday, the student is absent.  On Tuesday, the student returns.  Friday’s assignments are due.

Do not call the office to have the teacher(s) send the work home.  It  will be your child’s responsibility to get their make-up work when they return to school.

CONTENT STANDARDS AND OBJECTIVES

Content Standards and Objectives (CSO’s) are available for each grade level and subject area at http://wvde.state.wv.us

PROGRESS REPORTS

Progress Reports will be sent home after each six-week period. These are sent home in an envelope.  Sign the envelope and return it to school after each marking period.  One Parent Teacher Conference is scheduled during the first semester and at least one is scheduled during the second semester.  If another conference is desired, please contact the teacher or the office to schedule it.  The GRADE SCALE for Hardy County Schools is:                                                 100-93=A

  92-85=B

  84-75=C

  74-65=D

64-    0=F

If you have questions about your child’s grades, contact your child’s teacher immediately.

FIELD TRIPS

Field trips are designed for groups of EHEMS students. Classes periodically take field trips as an extension of what is taught in the classroom or field trips are planned to reward students for appropriate behavior or academic success.  We often allow parents to act as chaperones.  However, neither non-enrolled students nor younger siblings will be allowed to participate in field trips.

Bus Regulations must be followed. SMOKING AND CHEWING TOBACCO ARE PROHIBITED ON HARDY COUNTY SCHOOL BUSES as well as on school property.  There is to be neither smoking nor chewing tobacco on a field trip.

Fees must be paid in advance and no refunds will be given.

Students must have a current Emergency Medical Form on file in the office before they can attend a field trip.

HOLIDAY PARTIES

We will only have a Christmas party and a Valentine’s Day party during the school year.  The parties may be held in preschool-sixth grade.  An Easter Egg Hunt may be held for Preschool, Kindergarten, and First grade.  Nutrition guidelines must be followed for all parties.

S.A.T.  REFERRAL

As a parent, if you feel that your child is having special problems, please come in to see the Principal.  A parent, as well as a teacher, may begin the SAT process.  Both begin by talking to the principal.  If you receive a “Notice of Individual Evaluation/Reevaluation Request” form in the mail, complete and sign the form. Return it to the person who sent it to you.  Parent permission must be obtained before testing. Remember that the same form is used for all children.  Special Education includes:  Gifted; Speech and Language; Physical Therapy; Medical Concerns; Learning Disabilities; Behavior Disorders; Mild, Moderately, Trainable, or Profoundly Mentally Impaired.  Call the principal if you have any questions.  Specific questions can be addressed to the Director of Special Education, at the Board Office at 304-530-2348 extension 237.

STUDENT’S RIGHTS AND RESPONSIBILITIES HANDBOOK

There is a copy of the Student’s Rights and Responsibilities (WVDE Policy 4372) published by the West Virginia Department of Education on file in the Principal’s office.

CHILD ABUSE AND NEGLECT

West Virginia State Law requires that teachers and principals report suspected cases of child abuse or neglect.  The law further protects the teacher/principal against liability for referring such cases in good faith.

PARENT LIABILITY

West Virginia State Law states that parents shall be held responsible for damage caused by their children on public or private property for amounts up to $2,500.

HIGHLY QUALIFIED TEACHERS

Local school systems are required to notify parents that they have the right to request and receive information on the professional qualifications of their children’s classroom teachers and paraprofessionals.  If you desire this information, please make a written request to the principal.

STUDENT RECOGNITION PROGRAM

E.H.E.M.S. recognizes students for academic achievement and behavior in several ways.  We have “Student of the Week” recognition.  The staff nominates students every week.  From these nominations, a student is recognized as the “Student of the Week”.  Once every six weeks, the staff nominates a student to be our “Star Student”.  A committee chooses the “Star Student”.  These students are recognized at a student assembly.  Perfect Attendance is also recognized at this assembly.

We recognize our students’ academic performance with Honor Roll and Superior Honor Roll.  Students are recognized at an assembly and their names are printed every six weeks in the Moorefield Examiner.  We also recognize students who have attained required points with our Accelerated Reader© program.

We reward good behavior with Good Slips as well as field trips and activities that only students who have followed school and classroom rules can attend.

EXTRA CURRICULAR ACTIVITIES

We offer volleyball, basketball, football, and cheerleading.  We also participate in Hershey Track and Field.  Qualifying students are able to compete in regional, state, and national meets.  Students are encouraged to try out for any of these sport activities.

The intramural program is an integral part of our classroom management system.  Every student has an opportunity to participate in this program.

National Junior Honor Society is an organization that recognizes students in 7th and 8th grade based on the characteristics of scholarship, citizenship, leadership, character, and service.  Students are voted on by the faculty if the required grade point average has been attained.

GUIDELINES FOR SUSPENSION AND EXPULSION (§126-99-8)

Suspension is considered a temporary solution to a violation of the Student Code of Conduct until the problem that caused the suspension is corrected.  The length of a suspension should be short, usually one to three school days, but may extend to ten school days.  A student is entitled to an informal hearing when faced with a suspension of ten days or less.  At this hearing, the principal must explain why the student is being suspended, and the student must be given the opportunity to present reasons why he/she should not be suspended. However, a student whose conduct is detrimental to the progress and general conduct of the school may be suspended immediately and a hearing held as soon as practical after the suspension.  A student may not participate in any school-sponsored activities, or be permitted on school grounds during the period of suspension without permission of school officials.

INVESTIGATION PROCEDURES (§126-99-10)

When any student is to be interviewed in connection with an investigation pursuant to a Level III or IV violation, a reasonable effort shall be made to contact the student’s parent, custodian, or guardian and invite them to be present during such interview.

Please understand that this makes it very important that the information we have on file for your children is accurate and kept up to date.  If you or anyone listed on your child’s information sheet cannot be reached, we will conduct the investigation and inform you of the results as soon as possible.   You may give permission to

conduct an interview without your presence.  If the student’s conduct is of such a nature as to be dangerous to him or herself or others, they may be suspended until a guardian can accompany them to school for further discussion of the matter.

East Hardy Early Middle School Rules

1.      Students will wear clothing that is not educationally disruptive, a safety hazard, or inappropriate for a school environment.

·        Clothing will be free of obscenity and/or advertisements that show vulgar, obscene or profane language, writings, pictures, actions, and advertisements for alcohol or tobacco products, or illegal drugs.  Be very careful with NASCAR© items.

·        Shorts, skirts, and skorts (skirt with shorts underneath) shall be at least 6” from the bend of the knee.

·        Shirt bottoms and the tops of pants, skirts, shorts, or skorts shall overlap to insure that front and back midsection nor underwear is exposed when seated or standing.

·        Blouses and shirts must have sleeves and cover armpit to armpit.

·        “Muscle” shirts shall not be worn without a shirt over the top and that shirt shall be buttoned.  Muscle shirts are the traditional men’s tee shirts that are cut widely under the arms and expose much of the chest and underarm area.

·        Hats, sweatbands, bandannas, and sunglasses shall not be worn in the building unless there is a medical reason or a special school activity is being held and special permission is given.

·        For safety reasons, tennis shoes are appropriate footwear.

·        Hair gels, sprays, or other temporary hair colorings shall not be permitted.  The color comes off on goggles, headphones, and can run into the eyes during physical education.

·        Neither the cut of the clothes nor clothing material should allow undergarments to be seen.

·        Tops of pants should be at waist level worn as intended, preferably with a belt.  Wearing pants with the top at mid-thigh causes you to walk with a wide gait and may create severe hip problems.

·        Pajama bottoms, tube tops, and chains should not be worn.

·        “Wheelies” (shoes with wheels in them) are not allowed.

2.      Toys, electronic devices, recording devices, cameras, and accessories are not allowed at school.  These will be confiscated according to Hardy County Policy JDBA.  The school is not responsible for lost, broken, stolen items.

7.      Students will not intentionally endanger the welfare and safety of others.

The intentional endangering or threatening of others by use of weapons, setting off fire alarms, making bomb threats and/or through the use of verbal threats or written communications such as e-mail will not be tolerated.

8. Students will treat all students and staff with respect and follow all school expectations.  Students are expected to behave for a substitute teacher in the same manner as they would for their regular classroom teacher.  Serious consequences will result if misbehavior occurs.  Students are expected to be in class on time.  Students will not participate in cruel teasing, arguing, intimidation, hazing or put-downs.  Students will keep hands, feet, and other objects to themselves.  Fighting and/or enticing a fight and pretend fighting will not be tolerated.  (Information regarding bullying in Hardy County Schools can be found in Hardy County Policy file GADA and hazing in Hardy County Policy file JDC)
